Same Penn Foster Oleson Subdivision Nightmare... different day

As if taking nearly a week to do a project I nearly completed in a day wasn't enough to not make a person melt down.  I can seem to find zero help on the internet as to how to add a bar scale to a 2d drawing.  And man I know I'm asking for the moon and the stars here but making that N symbol rotate with the drawing would be cool too.  But for right now I just need to turn this in.  I'm not looking for a handout like some other shady folks on these message boards I actually want a mastery of the subject matter.  The simple fact is: In this program, we are not TAUGHT a THING.

 

Please if you both a) not a Penn Foster worshiper just on here to troll on their behalf, and b) can find it in your heart to help me, I would be forever grateful.  I very much, would appreciate if someone could tell me, without skipping steps:

1. How to add a bar scale to this drawing.

2.  How to make my N symbol move with the drawing like I "think" it's supposed to.

3.  And how to set my (lineweights..?) correct so they show up correctly in paper space as they do in model space.  For example my center lines on the road are "Center" as instructed and appear so in Model space.  But BAM move to paper space and they are continuous.
