I created a simple database and some links between the database and cad

for example I have 
EM-1000 in the database 

and in cad I created a label for EM-1000 I didnt attach it to any block or anything just a free standing label

If i go to the database and change the EM-1000 tag to anything else the label no longer works and is broken.

I would like to be able to use the database to make it so if i have the EM-1000 label anywhere in a project all i have to do is change it in the database then reload all the label links and boom no more problem of em-1000 being named incorrectly.

Not sure what you mean by a "Label". So you have a external Database ? Is it Microsoft Access, if so I think you can link the value. The other option is in the database save the Handle as part of the link can then read the database and update all values.

 

Post a dwg and the database.

im not at work so i cant post either 
but it was literally  a blank drawing and an access "database" with one entry that said EM-1000
you link cad to the database with  ODBC 

you create a link label with Labels and Label Templates through the DBconnect dialog box in cad 

 

once you do that you can make multileaders automagically label things in cad or make labels that are plain text linked to the database

 

what i want to do is be able to change that em-1000 entry in the database to automagically update every tag i have across multiple drawings

What i dont want is to fiddle with something like batch find too easy to screw up

Understand what your trying to describe, Like Excel you can link cells, these should update when you open a dwg, some one who uses dbconnect should be able to provide more information.
