Changing visibility states resets block attribute location

There are two blocks in the attachment. Each block has:
- one attribute
- the attribute has a movable position
- the attribute is visible in both visibility states.
"Block 2" remembers the set attribute location after changing the visibility state.
The problem is that "Block 1" sets the attribute location to the default position after changing the visibility state.
What mechanics control that the block resets the attribute position after changing the visibility state.
