Selecting a solid line below a dashed line

I've been using CAD for over 15 years now, and our company recently upgrade to 2021 on their citrix servers. 

 

due to our nature of work, there are usually non-plot solid lines behind Dashed lines that do plot. While I'm a big fan of selection cycling, I was so used to just being able to click on the empty part of the dashed line to select the solid line. with 2021 MAP3D, I can no longer do that, it always selects the top line or brings up the selection cycling window if enabled. I don't know how to revert to just selecting via visual pickbox area. 

is there a setting for this?

There is a variable I think its LTGAPSELECTION 0 or 1 I had similar problem would miss some lines at times.
