Need help lisp change dynamic block to normal block

Hi all, can you help me a code to change dynamic block (Block 2 in drawing with stretch parameter) to normal block (Block 1 in drawing) and fit scale x, y to parameter of block 1, please see picture attached.

Thanks, I think its more complicate than reset block ,because they are not same a block

Type the command RESETBLOCK, then select all blockreferences which you want to reset.
