Can you post your layer length list?

 

I will not be back to work until Thursday, I might have time at home to give it a look, but not likely.

 

Hopefully someone better at AUTOLISP than me (3/4 of the world population) can give it a look and see if there is a connection between the lines and the annotations.

 

As both myself and BIGAL have stated, it looks like you need to do more work in the drawing to associate the proper line with the annotation.

 

Looks like there are macros in the Excel file, I didn't check them out.

 

I still believe, you need to use your AutoCAD add-ons and start creating the rebar and adding appropriate information, then your BBS can most likely be automated.
