PDF measurements 4x larger than than model space

I have a few drawings which when i measure on PDF the scale seems to be 4 times bigger than the real scale. 

So in model space is 5m but when i PDF from paper space ( i dont use scale to fit), i use 1:1000 when i measure using the PDF measuring tool the measurement is 20.. 4 times bigger.

 

Any idea where the issue is?
