Draw 1 section in 3D then array in a circle, and union you have your oil ring. Shape is like a Gear tooth same principle to make.

Will you be creating the oil ring in 3D?

Yes.

Actually, the part that you show is called a spacer.  An oil ring consists of a spacer sandwiched between the upper and lower rails which would be flat. I would suggest you create something along these lines...

I don't understand. Please show the breakdown of the steps.

Just the way you would create a profile for any other shape you want to extrude.  Assuming you have all the proper dimensions, I would create the profile in 2D.  Next, I would switch to an isometric view.  Rotate the profile so the spacer is standing vertically.  Extrude the profile at least twice the required width.  Draw two concentric circles representing the inner and outer radius of the spacer based off the centerline of your extruded profile.  Extrude each circle a height that is greater than that of your profile then use the extruded circles to slice the extruded profile.  The result should be somewhat similar to what I pictured.  Then create an array of that extruded profile.  This is all off the top of my head as I am not in a position to access my CAD computer.

Like remark and following on from your other post about making a gear, its radial you need to use a loft to take into account the inner and outer radius will be different, even though we are talking like 0.05 differance. The bottom/top flats need to include that subtle angle.

OK why are you doing it, Is it a school project ? After all its way beyond a engineering shop to make. Go to local car parts supply and buy.

How to do it? I don't understand. It's easy if the line is straight. Your example are, the profile, is sloped line. And what makes difficult to me is, it's a radial.
