I've just started creating a custom menu using the CUI.
Reordering the TABS is easy and straightforward in my opinion.

Just drag to the location you want it to appear in the list

Q: How do you rearrange the Newly created PANELS?

 

My new custom menu does not appear in the list of panels.

How can I move my custom menu to a new location (in the panel order)

My new menu appears as the last panel in ACAD.

Menus contain panels.

When you add a new menu it defaults to the end. To modify the display and order of menus in each Workspace select one of them in the CUI and click the [Customize Workspace] button on the right. Check or uncheck menus you want displayed in the workspace on the left and rearrange the order of the menus on the right by dragging them up and down. Click [Done] when you're finished then [Apply] and [Done].
