Recently I wrote something based on separated lines, but only for forming closed rectangular lwpolyline... With your DWG, it's not going to work; you have to do the job manually... For interes, here is the link of my *.lsp, but like I stated, it's just for that single case - there should be no trimmed collinear segments...
