Anyone know how to either resolve this error or suppress the dialog box?

Its creating a whole mess of issues with batch scripts and background publish etc. I've never seen this error before until the other day. The help dialog box says it can be turned off in the options/settings tab but that only populates with stuff that you have selected to hide, which this dialog box does NOT offer that option.
