 1) select line and (break or mark) with distance text mark on side but line didnot break

 

 2) next (break or mark) the point reselect the line given value  with existing distance

If I understand correct Use Mtext with back ground mask then it will automatically blank out the line underneath, google "text mask Autocad lisp"
