Aligned dimension of points to polyline

I'm looking for a lisp that help dimension multiple points and polyline.I need to dimension as-built survey point and design.

@Kyaw As I can notice, all is at layer 0. 

I guess that the original dwg have each entity at its own layer .

as build

as design.

Could you, please, arrange the layers to suit it?

My suggestion vlax-curve-getclosestpointto. Fairly simple in this case as points and a pline. Tricky bit is dim inside or outside, hor or ver.
