Cannot open DGN file in Autocad

I have a problem with certain file, if i try to DGNIMPORT it, it show this error below;

I hope someone could help me with this matter, thank you as always.

Looks to be a newer version of a DGN file that r2018 can't open. Can you share the file so those of use with newer Acad versions can give it a try?
