I can only snap to the center of a cylinder, how to get snaps for every quarter of the circle

Here we go again.  You need to enable the QUADrant Osnap.  All this information is readily available at your fingertips if only you would 1) make the effort and 2) use AutoCAD Help.

 

Press <Shift> and right-click in the drawing area, then choose an object snap mode from the Object Snap menu that appears. Right-click OSNAP on the status bar, and then click Object Snap Settings…

To enable snaps at the quarter points of a circle in AutoCAD, you will need to customize the "Snap Settings" for your drawing.

Here's how:

In AutoCAD, go to the "Status Bar" and click the "Snap Mode" button to turn on snap mode

Right-click the "Snap Mode" button and select "Snap Settings" from the context menu

In the "Snap and Grid Settings" dialogue box, go to the "Snap" tab

Under "Snap Type," select "Polar"

Under "Polar Snap," check the box next to "Quadrant" to enable snaps at the quarter points of a circle

Click "OK" to close the "Snap and Grid Settings" dialogue box

Now, when you move your cursor over the circumference of a circle, you should see snaps appear at the quarter points.
