dimension line- supressing extension

i'm making a custom dimension style, and have played with the extension line settings. i need to match a dimesion style that i recieved in pdf form.  when i draw 1 dimension line, all the extensions look the way i want them to. but when i have a group of continued dimesion lines, some extension lines are suppressed or disappear. it seems to alternate, between the upper and lower lines. how can i fix this? thanks

It is possible that your drafting settings for snaps and tracking may be pulling your 'click' up to the end of the dimension line rather than the object snap you thought you were clicking on.  It can happen when your cursor is not where you think it is when clicking.
