Can Anyone Tell Me The Difference Between These Two Circles

This is part of a larger issue i'm working on.  one of these circles looks like it might be an image but i can't tell.  I need some other people to weigh in.  Tks.

I reckon that circle #1 is a wipeout boundary, and circle #2 is a circle.
