Need Help Rotating Area Around Dynamic Block

Hello.  I have a block that is basically a mark/callout bubble with an adjustable Field Of View.  I didn't design it.  I used several different blocks and blended them together to get something lose to what I needed.  This is nearly perfect but I need the Field of View to Rotate around the entirety of the bubble using the bubble's center as it's basepoint.  I can't seem to get this to work.  I would greatly appreciate any help.  Please and thank you.

Apologies for the delayed response.  I appreciate the help.  I was able to make some headway using this and some other resources.  Tks.
