Can you customise the small quick access toolbar shown when all drawings are closed, (not the regular one.)

Morning everyone.

 

I feel the need, the need for sp...customising the small quick access toolbar in AutoCAD 2020 (the one that is shown when all drawings are closed (at least when the horrible start tab has been turned off).  It's different to the one when a drawing is open and has less items on it.

I simply want to add the "Publish" button to that toolbar but can't figure out how to do it.  At the moment, after closing all my current drawings and when I want to do a batch print I need to open a blank drawing for no reason other than to get the publish button appear in the application menu (or larger quick access toolbar).

The customise window doesn't seem to show the two different quick access toolbars and adding something to "Quick Access Toolbar 1" only adds it to the one that is only active when a drawing is open.

 

Clicking the little arrows on the right hand side only give these options.  Does this simply mean that those 4 options are the only ones I can add/remove and nothing else?

Seems annoying.

 

(The little icon in the middle that looks like a doorway with an arrow is 'Open from Vault' in case you're wondering.
