Hello Everyone, 
Is there a way to offset a 3D Polyline ? 
with offset slope (%) and horizontal distance (meter) , as user input.

Could you upload a drawing that shows the desired outcome?

There are Autocad add-ons that are able to do this. 
The problem is that I don't always have access to those add-ons.

The following process is tedious but will yield the desired result (I think).

  1. Working on a new layer create 4 lines snapping to the vertices of the 3dpoly.
  2. Move the 4 lines in Z by - 2.5 (  50% x 5m offset distance).

  3. Select one of the lines and use UCS OB to set a ucs for the line.
  4. Use Offset with a distance of 5.
  5. Repeat steps 3, 4, and 5 for the other edge lines.
  6. This will yield the lines shown in green below.

  8. Use chamfer to complete the 3D offset.

Thanks for the reply,
In this example it was a simple shape ( rectangle) 
But, if it's a more complex shape , with more vertices , it would be impossible to follow the steps you showed.

For say road kerbs our surveyor would pick up road edge, then add the back of kerb so it is probably easier to off set correct distance then move vertically a % or ht.
