Structures not available for swap

I have a storm drainage network that someone designed in Civil 3D 2021. Now I'm doing the as-built drawings, so I need to adjust the locations and inverts of the structures. When I try to adjust the sumps for some of the structures, they go to a certain elevation but no lower. I changed the sump behavior to Depth and Elevation, but neither method works properly. I can physically pull down the sump on the profile, but it doesn't change the data or the representation.

 

Someone online suggested swapping out the structure for a different part and then swapping back to reset the sump. Here's where the other problem cropped up. When I pull up the list of parts, most of them are missing. When I check my parts list, they're all there, but the missing ones can't be edited; instead there's a message, "Required pipe network catalog(s) not set."

 

The engineer who designed the network thinks it's a bug in Civil 3D 2022, because he can swap the part in 2021 without an issue. Has anyone else come across this problem? Is there a work-around? I'm going to have IT install 2021 on my system, but if it's a bug, someone at Autodesk needs to address it moving forward.

 

Edit: I can't delete the structure and create a new one, for the same reason I can't swap: the part isn't available. Also it would be nice if they addressed the original issue with the sumps.
