Dynamic block: Insulated Elbow with symmetrical scale and independent thickness of insulation

I am struggling with dynamic block creation. I need to scale elbow (DN parameter) with insulation but keeping the thickness of insulation independently to DN size. I can partially do some actions but I am not able to put it together as you can see in attached drawing. Elbow-symmetrical scale.dwg
