Sheet Set Manager Not Plotting XRefs

I'm going to start out with the fact that I'm 100% positive this is just a weird glitch and not something I can really change. Just trying to sort of see if anyone has encountered this behavior and narrow down the cause. 

 

I have a SSM for a project that has 126 pages in it. All the sheets and the XREFs are properly pathed and function. However, often, when I go to publish the whole thing, the Titleblock (XREF) will not plot on certain pages. For example, I just ran a plot, and like a dozen random pages ended up without a titleblock. I can open the individual sheet files, click the reload button, and it appears without having to renavigate, so it knows where to find it, it's just not plotting. It's very frustrating. 

 

We use a cloud based storage solution (CentreStack... it's like Egnyte or anything else), and I know sometimes those can be weird with network pathing. But for the love of all that is holy, I'd like to not have to open and individually print all the messed up pages and then have to replace them in my PDF. 

 

Has anyone seen this?

We are having the same issue ever since C3D 2024 upgrade.  C3D will decide not to plot a certain (random) XREF if you plot from sheet set manager.  The problem is resolved if you have every sheet open when you plot from SSM.
