Layer States Manager box will not display

For whatever reason the Layer States Manager box will no longer display when I click on the icon (3rd from top left) withing the Layer Properties Manager.  When I click the icon nothing happens with the acceptation of locking the screen and the alarm dings with each successive click.  I have to hit Esc to free up command.  Perhaps I mistakenly turned on or off a function.  Any suggestions would be appreciated.
