Osnap wont work with electrical device

Currently using AMEP 2019.

When I bring in a 2x4 light from the Tool Palette, the osnap command "Endpoint"  does not show up when I hover over one corner or any corner. the osnap command "Insert" & "electrical connector" will work correctly. I  never had this problem with older versions. Is there is setting that needs to be changed?
