How can I create a workplane 22.5° off from YZ Plane?

I ended up creating a Sketch with a Flat Face, and then created a plane parallel with the Face Tangent with the outside Diameter.

Then I cut away my extrusion.

Create plane ► select Z axis ► select YZ plane  input angle.
