want to use double click for REFEDIT BUT PROPERTIES OPENS.

ALSO CHANGED MACROS BUT NOT WORKS

Type CUI, then in the Customize User Interface Double click action > Block > Block - double click. Click on the button with the 3 dots pointed by the yellow arrow.

The original macro should be something like that: $M=$(if,$(and,$(>,$(getvar,blockeditlock),0)),^C^C_properties,^C^C_bedit)
You can change it to $M=$(if,$(and,$(>,$(getvar,blockeditlock),0)),^C^C_properties,^C^C_refedit)

That being said, the "if" portion makes it so that if the variable blockeditlock is set at 1, you won't be able to edit the block at all with the blockeditor (even if you launch it manually) and will return that mesage: ** BEDIT command not allowed. Block Editor is disabled. **. While you still can launch the reference editor using the refedit command, simply changing bedit for refedit in the macro as shown in the preceding paragraph won't change much since it seems that your blockeditlock variable is set at 1 since it opens properties. The thing is that since the default value is 0, it looks as if someone or something changed it in the first place. You could put it back to 0, but in the event that it is automatically set via acaddoc, or startup, it will revert back every time you will launch Autocad again. I would give it a try. If that is the case, you might change the whole expression to just keep the (without the quotes) "^C^C_refedit" . Just make sure you don't get in trouble with your boss!
