Is it sheet metal part in solidworks or what do you call or name this part and how do i design this part,i mean under sheet metal or something else?

I would use the Sheet Metal tools.

But there is no logical reason that the standard tools could not be used.

To get a Flat Pattern though - you need to create as, or convert to a sheet metal part.
