Layer transparency doesn't work on my CAD

I have Autocad 2015 and plan and simple, the layer transparency doesn't work.

I set the transparency of a layer to be 80, and the hatch on it doesn't change at all.

I opened the same DWG in another PC with another CAD ( MAP 2014) and the transparency works...

 

Is this fixable?

Did you check the transparencydisplay setting?

Make sure TRANSPARENCY is turned on. By default this button is HIDDEN.
