I have a hard time placing a part in assembly when there is nothing to place a constraint onto. For instance look at this picture for example. Usually I would have to put a small hole in each part for an index to place it exactly where I want it. How can I use the "Join" command instead of / or with the "Constraint" command to put a part in a place without the index. I am sure there is a shorter and better way

Why don't you use the workplanes of the circular part to place it?

how are they aligned if they were real parts?

 

You can use sketches, axis etc to help align, or workplanes as czc said. But in general when working with assemblies i try to think about how you would put them together physically.

I agree with czc.

Use the mid plane of each part.
