constrains how to turn on?

Hello, pretty new to CAD, I'm trying use dimensional constraints on object, but the buttons on the parametric tab is missing (see pic).

All the doc's I found are about turning it dimensional constrains off, not the other way around. What am I missing?

using acad LT '17 on windows.

In AutoCad LT you cannot establish new or edit existing constraints. You can only delete, or turn them on and off.
