Report differenct from point to nearest feature line

Is there a way to create a report showing the elevation difference between a point and the closest feature line where the point is on one layer and the feature line is on another?

 

I have a couple hundred points to verify against a TIN but the points are not exactly on the edge of pavement. Some are into the curb on the tin.
