10+ year user and I've never come across this before... Working in Autocad LT 17.

With Polar Tracking on, I can move lines vertically very easily. I cannot move lines in the horizontal direction unless I have the curser lined up exactly at 90 degrees to the point I started from. Very difficult and time consuming to do...

I do not now if this is a polar tracking problem for sure, but that is the only thing I could find that affects it.

driving me crazy, hope someone knows what's going on...

If you are only moving in the vertical direction, ortho will get you by until you can figure this out.

 

Do you have other angles assigned to the tracking?

 

Can you give us more detail about what is happening?

Figured it out, I accidentally switched the drawing axis from x,y to x,z. Switched it back and everything is working fine.
