As SLW210 says, these are anonymous groups.

Are these your drawings, created by you and edited by you ONLY? If so, are you running any 3rd party add on software?

If these drawings are being created or edited by others, maybe they are introducing this bloat?

I have an Xref attached to my dwg done by others, which is exported from one Road design software

I'd open this file and check to see if it includes the anonymous groups.

They may be getting propagated to your parent drawing when you attach it as an Xref.
