Scaling Survey Points from Grid to Ground

Hello,

 

I would appreciate some help. I surveyed at state plane grid and would like to bring to ground. My combined grid factor is 1.000461871. I'm selecting all including base point, selecting base point, entering cgf...reviewing points prior to post nothing has moved, objects have moved, points are unlocked in the prospector. Any ideas would be appreciated.

 

Attached is the file, point 115 is the base point.
