Viewport shade plot always resets to "as displayed" when saving.

I've set a viewport's shade plot to "legacy hidden" but after I save it automatically returns to "as displayed". The VP shade plot settings will not hold.

 

Funny thing is... If i flip to the MS tab and save, then back to the PS tab, the VP shade plots are retained at "legacy hidden". But anytime I save while on a layout tab the VPs all return to "as displayed".:reallymad:

 

Has anyone encountered this before or have any advice on fixing it?
