Cutting Shape from Solid Object

Hello everyone!

 

 

I am creating a concept car. I need to cut a piece about 1/4 of and inch from the car to make it a headlight cover. Once I can cut the piece out from the main car body for the headlight cover, I will apply clear Glass material and put it back on the same area where I cut it out.

What is the correct tool to cut from a solid object and control the thickness of the cut?
