How to locate circles with array command

I need to locate 4 little circles with array command.

 

The problem: I don't know how to do it, that circles would be in the big circle sides (like in picture 1).

 

I know that I need to use Polar array. But something in the table or in the drawing is wrong, because when I press OK, I get messy circles screen.

You draw one item in the correct place, then use polar array to copy that around a circle. So in your screen shot, you have selected four objects instead of the one needed.
