put a cylinder on hemisphere

I want to put a cylinder on a hemisphere. there is a cylinder in the middle of hemisphere and I want to add another cylinder on hemisphere that the space of two cylinders centers is 1000 mm. please help me.

I'd draw the cylinder in the center (vertically) then rotate it.
