Zooming specific point in DWG file by giving coordinate​s as parameters

Hi,

 

I want to zoom a specific area of my dwg drawing in Autocad. I read the below link since it is necessary for me to use C#.

But I would like to know whether there is an ability to pass the coordinates as a parameter which will be provided by the user via a small windows application program
