MS has decided to stop development on their standalone Expression Studio. As a result of this they are giving away Expression Web and Design for free (with no support).

 

Web has a very similar interface to Dreamweaver. It allows for a code or visual approach to design.

Design is similar to Adobe Fireworks. On it's on it seems to be a good raster/vector graphics application.
