How do I open the Autocad 2012 Design Centre

How do I open the Design Centre and see "blocks" that are bound xref with $0$ in the name, unless the bindtype is set to insert.

I'm not a monster, I just look like one.

When I click Control 2, it opens up the Design Centre but I can't see the active blocks. I just see this picture attached.
