Those are unitless "weights" added to the curve to control curvature in SolidWorks.

First i printed the image in post #1

 

Then using autocadLT 2000 i did the following and got a perfect fit

 

i only used 3 lines and a arc (this was done in metric)

 

line 1 = @171.50

line 2 = @442.50

line 3 = @221.25

 

with osnap turned on pick arc

 

pick the end points of each line

 

print out your new drawing and cut it out

 

mine was a perfect fit over the image i printed from post #1

 

yep bet a dollar to a donut ReMark checks me on this one.
