How can I Create inverted fillet

drawing describes the required

Circle with the TTR option then trim away the unnecessary parts.

Or fillet the lines with the required radius and mirror the quarter circle on its end points.

But this picture is an example, there are more complex forms such as arc R 95

When i draw it It come inside, and hard to find a center

That arc is created with the method I described. It is commonly used by many a CAD tech.

I'll put it to you bluntly. FILLET will not work without creating extra work for yourself. Use the method that does and you'll make your life a lot easier.
