Thanks for all of your help, everyone! I've never dealt with a plan in decimal units rather than feet and inches. Wouldn't it make more sense just to do it in architectural for a seamless transition?

 

In AutoCAD, if a drawing is done in feet, like most US Civil drawings, then set INSUNITS to 2 (2 is the setting for feet, you can find this in help among other places.) In most US house plans the drawing is done in inches, so set INSUNITS to 1. Now when you insert one into the other the conversion is done for you and of course it is seeing Feet for the host drawing and Inches for the guest drawing so it scales it for you by 1/12. Read in Help for an explanation of INSUNITS.
