So how do i fix that if possible? Or how do i scale my drawing so my image fits on my sheet?

Also, did you see how the text is just so huge and jumbled up in one spot?

The largest scale you can use and still have it fit on a 24x36 sheet would be 1"=150' which isn't exactly a common scale. So you have two options. 1) Leave it at 1"=200' or 2) make the scale larger than that but end up have at least one match line. This might mean going to two sheets.

Can you send me a screen shot of the 1" = 50' scale. I understand what you are doing but when I scale it I am not getting the same result.

OK...this time I did not mistype anything. The scale I tested was 1"=150' not 1"=50'.

A screenshot of the road layout after changing the viewport's scale from 1"=200' to 1"=150'. I included the dialog box for verification purposes. And yes, it fits within the limits of the printable area.
