JD Mather
Attach file here. Do you have Infer Constraints turned on? Edit: never mind - I see you are running 2009. A photograph of your monitor? Better way. Hit Print Screen button upper right corner of keyboard. Open MS Paint and Ctrl V to paste screen capture of, well, your screen. Crop the desired area of screen, save and attach the image here.

ReMark
Win 7? Is this a 32-bit or 64-bit system? Not that it matters much as AutoCAD 2009 is not supported under either OS. Too old.
CHURADA
its a 32 bit OS
ReMark
For Windows 7: Start > Control Panel > Programs and Features. Highlight AutoCAD 2009. Choose the Repair option.
JD Mather
I think before doing a Repair install I would at least attach a file here to see if it is a setting within the file.
RobDraw
This sounds like a pracitcal joke got played; huge pickbox, black cross hairs, and rotated cross hairs. Did you leave your computer unattended near someone familiar with AutoCAD? If so, ask them what they did.

Options, Display, colours, 2D model space, crosshairs, you should be able to select the colour from the picker top RHS of the drop down box
