I have 2 viewports which have 2 different visual styles (realistic with sketchy). I need to overlay the viewports with sketchy on top and be able to to see the realistic viewport below. Is there anyway I can make the sketchy viewport transparent so that it does not mask out what's below?

You shouldn't need to overlay 2 viewports to get that effect. Simply modify the Visual Style, or preferably create your own.

 

E.g. here I've opened the Visual Styles Manager (VisualStyles command), right-clicked on the standard Sketchy VS and selected Copy, then right-click on a blank spot in the top "Available Visual Styles in Drawing" group and selected Paste. Right-clicked on the new VS and selected Edit Name and Description - renamed it to "MySketchy" (just because I can :P). Then (while inside the VP) double clicked on it.

 

Then I changed some of its settings: Face style=Realistic, Lighting quality=Smoothest, Occluded Edges (Show=Yes, Color=8 ), Intersection Edges (Show=Yes).

BTW, you'll note some of the properties in the VS manager is greyed out. To turn them on you can use the icons on the right of each groups title. E.g. here I've turned on the Opacity by clicking its icon in the "Face Settings" group's heading.
