pan in viewport. paper space dim relocate?

if i dimension a drawing in paper and the decide to center it better, and pan, while viewing the viewport in model space, text and dimensions stay in place, is the anyway to pan everything together?

Short answer... no

You can relocate the dimensions using Dimregen or Dimupdate if they're associative. While in MS you could draw a line from the old center of the view to the new so you have a reference for the displacement to move the text.
