I think you are mistaken. Rebooting clears memory. The other option is to use a memory sweeping program that recaptures memory that is no longer being accessed but has not been released by the system.

with ram its just information held to be used when needed

but in some cases lets say browsing in internet explorer opening and closing tabs will begin to take up a lot of ram. closing sometimes,Restarting Well its just like grabing a fresh sheet of ram

 

if a program is a ram hog then it has a memory leak,

a state in which memory usage keeps increasing constantly without being released

 

lets say running something that only types random characters
